RESUMO
O presente trabalho se insere numa pesquisa maior ainda em estágio inicial, e analisa as relações de planejamento e mobilidade entre centro e periferia. Tendo a cidade de Porto Alegre como recorte territorial, revisitamos os planos propostos para a cidade, buscando destacar como as áreas centrais foram beneficiadas ao longo do tempo, e como hoje isso se traduz em dificuldades de mobilidade, emprego, renda e habitação para populações periféricas. No campo propositivo, nos detivemos à apresentação, ainda embrionária, de ideias alternativas ao zoneamento por usos típico do planejamento das cidades brasileiras ao longo do século XX. Ao mesmo tempo, entendemos que novas possibilidades e relações foram estabelecidas e ampliadas na atual situação da pandemia mundial, como o trabalho e estudo remotos. Tais fatores se apresentam como capazes de acelerar a fragmentação de fluxos na cidade e descentralização física de determinados usos, ocupações e atividades, dando tração a um movimento anterior à própria pandemia e característica do atual processo de avanços tecnológicos comumente resumidos na expressão “indústria 4.0”. Detemo-nos, a nível de dados, à proposta do Plano de Mobilidade Urbana de 2018.

ABSTRACT
The present work is part of a larger research that is still in its initial stage, and analyzes the planning and mobility relations between center and periphery. Having the city of Porto Alegre as a territorial cut, we revisit the plans proposed for the city, seeking to highlight how the central areas have benefited over time, and how today this translates into difficulties in mobility, employment, income and housing for peripheral populations. In the propositional field, we stopped at the presentation, still embryonic, of alternative ideas to the zoning by uses typical of the planning of Brazilian cities throughout the 20th century. At the same time, we understand that new possibilities and relationships have been established and expanded in the current situation of the world pandemic, such as remote work and study. Such factors present themselves as capable of accelerating the fragmentation of flows in the city and physical decentralization of certain uses, occupations and activities, giving traction to a movement prior to the pandemic itself and characteristic of the current process of technological advances commonly summarized in the expression “industry 4.0”. In terms of data, we focus on the proposal of the 2018 Urban Mobility Plan.
