This paper discusses the main methodological, conceptual and aesthetic references that support a research that has been investigating, since 2020, the mobilizations of civil society and the political articulations that led to the Aldir Blanc Law (Federal Law nº 14,017/2020), the Aldir Blanc National Policy for the Promotion of Culture (Law 14,399/2022) and the Paulo Gustavo Law (Complementary Law nº 195/2022). The notions of imminence (Canclini, 2012), alterity (Foucault, 2011) and event (Deleuze; Guattari, 2015) are addressed. The conclusion is that the interweaving of these concepts can contribute to the understanding of the relationship between civil society and the construction of public policies, clarifying their utopian sense and the desires that drive democratic participation.||Este artículo discute los principales referentes metodológicos, conceptuales y estéticos que sustentan la investigación que investiga, desde 2020, las movilizaciones de la sociedad civil y las articulaciones políticas que dieron lugar a la Ley Aldir Blanc (Ley nº 14.017/2020), la Ley Nacional Aldir Blanc. Política de Promoción de la Cultura (Ley N° 14.399/2022) y Ley Paulo Gustavo (Ley Complementaria N° 195/2022). Se abordan las nociones de inminencia (CANCLINI, 2012), alteridad (FOUCAULT, 2011) y evento (DELEUZE; GUATTARI, 2015). Se concluye que el entrelazamiento de estos conceptos puede contribuir a la comprensión de las relaciones entre la sociedad civil y la construcción de políticas públicas, arrojando luz sobre su significado utópico y sobre los deseos que impulsan la participación democrática.||Este artigo discute as principais referências metodológicas, conceituais e estéticas que embasam uma pesquisa que vem investigando, desde 2020, as mobilizações da sociedade civil e as articulações políticas que levaram à Lei Aldir Blanc (Lei no 14.017/2020), à Política Nacional Aldir Blanc de Fomento à Cultura (Lei no 14.399/2022) e à Lei Paulo Gustavo (Lei Complementar no 195/2022). São abordadas as noções de iminência (Canclini, 2012), alteridade (Foucault, 2011) e acontecimento (Deleuze e Guattari, 2015). Conclui-se que o entrelaçamento desses conceitos pode contribuir para a compreensão das relações entre a sociedade civil e a construção de políticas públicas, lançando luz sobre seu sentido utópico e sobre os anseios que impulsionam a participação democrática.
