A aceleração da globalização implodiu as condições institucionais-legais sobre as quais se assentou a experiência democrática moderna. Multiplicaram-se em níveis exponenciais as práticas de contornamento da lei, ampliando-se ao mesmo tempo o leque dos envolvidos nessas transgressões legais. Agentes da chamada “globalização por baixo” alinham-se ao lado de grandes forças econômicas, não raro com a conivência dos próprios Estados, em um vasto movimento circular – frequentemente ilegal e planetário – envolvendo seres humanos e mercadorias. Formas extremas de violência estatal e não estatal subsistem nesse novo contexto, sem que isso necessite qualquer tipo de controle autoritário direto sobre o sistema político, ao mesmo tempo em que se desfazem as condições da representação partidária construídas ao longo do século XX. ||The accelerated process of globalization shattered the institutional and legal conditions on which modern democratic experience was based. Practices of bypassing the law have grown exponentially as well as the number of people invoved in law violations. Agents of the so-called «grassroots globalization», aligned with big economic corporations and often with the connivance of the States, are part of a wide circular movement involving human beings and goods. Such a movement is often illegal and worldwide. However, it benefits from the implicit agreement of several governments. Extreme forms of state and non-state violence persist in this context, which do not necessarily imply strict control of the political system. At the same time the conditions for the existence of political parties and political representation built in the 20th century are watered down
